Project Summary

This project involved the complete replacement of an ageing fire alarm system at a large purpose-built student accommodation block in Manchester. The existing system had reached end of life — a combination of age, reliability issues, and the practical difficulty of sourcing spares made replacement the correct decision.

The new system was installed to L1 standard using a Protec 6500 addressable control panel and Protec 6000Plus devices throughout. L1 represents full coverage of the building — every room, corridor, stairwell, and communal area — and is the appropriate standard for high-occupancy residential buildings where early warning across the entire structure is essential.

A full zone plan was produced on completion and displayed at the control panel, and full commissioning documentation was provided to the building manager.

Building Type and the Challenge

Purpose-built student accommodation presents specific challenges for fire alarm replacement work. The building was occupied throughout the project — students were in residence, which meant access needed to be carefully managed floor by floor to avoid disruption and ensure that residents were never left without fire alarm protection for any significant period.

The building was multi-storey, with a large number of individual rooms across multiple floors, as well as communal kitchen and lounge areas, stairwells, and corridors. The scale of the replacement was substantial — the new system needed to cover every part of the building to L1 standard, which required a detailed device layout plan and a carefully sequenced installation programme.

The ageing system being replaced had also accumulated a number of known issues. As the old system was decommissioned section by section, some of these issues became apparent — requiring careful management to ensure continuity of protection throughout the works.

System Replacement Details

The new system was installed using a Protec 6500 addressable control panel — a reliable and well-regarded panel for large-scale residential and commercial applications. Protec 6000Plus addressable devices were used throughout, providing a fully integrated system with consistent device performance across all areas of the building.

The Protec 6500 offers a high device capacity — important for a building of this size where a large number of individually addressed detectors, call points, and sounder bases are required. Each device is addressable, meaning the panel identifies the precise device in fault or alarm, rather than just a zone.

The installation was carried out floor by floor, maintaining overlap protection where possible as the old system was removed and the new one brought online progressively. This approach minimised the risk to residents throughout the replacement period.

L1 System Standard — Full Building Coverage

An L1 fire alarm system under BS 5839-1 provides automatic detection throughout the entire building — every room, every corridor, every stairwell, and every communal area. It is the most comprehensive category of life protection system available.

For a purpose-built student accommodation block with high occupancy across all floors, L1 is the appropriate standard. It maximises the available warning time in the event of a fire, regardless of where that fire originates in the building. In a high-occupancy residential building, where some occupants may be asleep or unaware of a fire developing in a distant part of the structure, this level of coverage is essential.

The L1 designation also reflects the requirements of the building's fire risk assessment — specifying the standard appropriate for the building's use, layout, and occupant profile.

Zone Plan and Commissioning

On completion of the installation, the system was fully commissioned in accordance with BS 5839-1. All devices were individually tested and confirmed at the panel. The Protec 6500 panel was fully programmed with device addresses, zone descriptions, and site-specific configuration.

A zone plan was produced showing the building floor plan with fire alarm zone boundaries clearly marked. The zone plan was displayed at the control panel, giving the responsible person and any attending engineer an immediate visual reference for which part of the building each zone covers.

Full commissioning documentation was provided to the building manager on handover, including the device schedule, test records, panel programming details, and a copy of the zone plan.
