Fire Alarm Commissioning Explained

Commissioning is the formal process that takes place after a fire alarm system has been installed — before it is put into service. Its purpose is to verify that the system has been installed correctly, that all devices are functioning as designed, and that the system will operate correctly in a real alarm situation.

This is not a simple switch-on. Commissioning involves systematic testing of every installed device, verification of the panel's cause and effect programming, checking alarm routing and ancillary outputs, and confirming that the system meets the requirements of the specification and BS 5839-1.

Without proper commissioning, there is no way to be confident that a fire alarm system will actually perform correctly in an emergency.

What Commissioning Involves

  • Full operational test of all installed devices
  • Verification of all zones and device addresses
  • Cause and effect programming check
  • Alarm and fault routing verification
  • Ancillary output testing (door holders, HVAC, etc.)
  • Battery and charger verification
  • Panel programming review
  • System walk-test with client representative
  • Logbook and documentation completion
  • Commissioning certificate
  • Handover documentation and O&M information

Why Proper Commissioning Matters

BS 5839-1 Requirement

BS 5839-1 requires that new systems and major modifications are formally commissioned and a commissioning certificate produced. This is a technical requirement, not just an administrative formality.

Verified Performance

Commissioning provides documented evidence that every device and function has been tested and is working correctly. Without this, you cannot be confident that the system will perform in an emergency.

Handover Documentation

Proper commissioning produces a full documentation pack — commissioning certificate, as-installed drawings, O&M manual, and logbook — that forms the baseline record for the life of the system.

Fire Alarm Commissioning — Frequently Asked Questions

What is fire alarm commissioning?

Commissioning is the formal process of verifying and testing a fire alarm system after installation or major modification to confirm that it has been installed correctly and is functioning as designed. It involves testing every device, checking all cause and effect functions, verifying alarm routing, and producing a commissioning certificate and documentation pack.

Is fire alarm commissioning a legal requirement?

BS 5839-1 requires that new fire alarm systems and major modifications are formally commissioned before they are handed over and put into service. This is a technical and safety requirement, not just an administrative one — commissioning verifies that the system will actually work in a real alarm situation.

Who can commission a fire alarm?

Commissioning should be carried out by a competent engineer with appropriate knowledge and experience of the type of system being commissioned. This is not a job for someone unfamiliar with fire alarm systems — commissioning requires understanding of panel programming, cause and effect configurations, and BS 5839-1 verification requirements.

How long does commissioning take?

This depends on the size and complexity of the system. A small conventional system in a single-story building might be commissioned in a few hours. A large multi-loop addressable system across multiple floors will take considerably longer. We'll give you a realistic estimate based on your specific system before starting.
